Mhm, it might not be to every girl's tastes but turians in general have that really old-school masculine look.. wide shoulders tapering down to a narrow waist, basically a triangle-shaped torso. Even if he isn't ripped (and I'm sure he is, given his hand-to-hand expertise) just that general shape.. and those long legs and arms.. unf. Yeah, I said it.
But it is sort of an "acquired" taste, the appearance for some.
Someone else mentioned trust and how the general relationship (the non-romantic side of it) between Garrus and Shepard evolves over the games. That's a huge, huge factor. You know this guy has your back, no matter what and you have his. It's not quite as creepy as how Liara clings to Shepard or awkward with how Tali goes all fangurl.. there's genuine trust and respect going on that can turn into affection bordering on adoration.
It's like.. two war buddies falling in love, they've got their scars and dark pasts but they also understand each other so intuitively that they couldn't expect anyone else to understand. Understanding, trust, respect..unyielding loyalty. Yeah, those are the real warm and fuzzies.
Doesn't hurt that he's taller/larger than Shepard.. most girls like their man to be bigger than them for the cuddles.

Personally, I'm a sucker for a sexy voice. And Brandon Keener has a very sexy voice that suits the character absolutely perfectly.
There's also something quite conflicted about Garrus. An essentially good individual but with a streak of something a bit darker that he doesn't know whether to combat or embrace. That's interesting, and interesting very often = sexy.
Finally, humour. He's snarky and cynical without being unnecessarily cruel. That, along with a touch of self-deprecation, is an appealing characteristic.

He is pretty easy to tolerate. Low maintenance. He doesn't whine, his does his job, he has some snark without, as you said, being unnecessarily cruel, but is willing to do what it takes to get the job done. He is skilled without being overly egotistical (not attractive trait at all) and has his personal demons, which means he actually *thinks*, has led a life of something other than just priveledge and it has given his personality a little bit of depth...some dimension. An air of experience without an attitude of entitlement.

Of course I had to let him take a rocket to the face so he wouldn't steal all the lasses away. But I'm sure (based on her emails) Dr. Chloe will love the chance to 'tend' him.

I agree with everything said by everyone else here, plus the fact that Brandon Kenner is doing a wordeful job voicing him and bringing the character to life.
All my Shepards consider him a bro romanced or not. They just know they can trust the guy.

Garrus is the guy you trust at your back in a firefight, who gives you his honest and reasoned assessment of the crapfest that is your situation (but still backs your play), and who has this wonderful self-deprecating sense of humor.
Garrus uses self-deprecating humor to diffuse other folks' tension, which is a very remarkable and rare thing. The guy makes fun of his facial scarring in one scene where he accidentally walks in on two people talking about his low chance of survival from being injured by a rocket. (paraphrase) "I hear some women are attracted to guys with scars; Krogan women, of course.") He later brings it up again to diffuse tension ("I didn't know you liked men with scars, Shepard...").
If you choose to not pursue the romance at a later point, he shrugs and suggests that the two of you go out and blow things up as a bonding thing. So yeah, he's a class act.

That's not to say there's nothing physical about it. He has the most gorgeous eyes. As far as aliens go, turians are one of the more aesthetically pleasing species in Mass Effect, IMO. I find him much more physically attractive than any of the humans in-game, who look freaky to me. They're all computer animated, so in the end it's all relative.
And call me krogan, but I dig the scars.
