Pretty much what everyone else has said: the sexy voice, sense of humor, respect for Shepard, undying loyalty, endearing awkwardness/vulnerability coupled with martial strength... and a damn fine waist.

Another chick attractor is the "Mr. Darcy effect:" a character who is emotionally unavailable to everyone EXCEPT for one special person (Shepard). Garrus would never be as popular as he is if he had a history of dating Chloe Michaels. As an "interspecies virgin" he gets attractiveness points because Shep gets to initiate him into the mysteries of human sex. If Shep is also a xeno-virgin he gets attractiveness points for being her "first-time," a titillating mystery. The "Beauty/Beast thing" doesn't hurt either: the "dangerous predator tamed by the love of a woman who can see past the unlovely exterior." Seriously, the guy is the complete package of traits designed to push female "want this" buttons.

In all seriousness though, I think the fringe looks really hot. I mean yeah, he has an exoskeleton. But he has dat armour! And besides, we can all look past a bird/dinosaur alien and see a sexy personality.

For me he's just a 'meh' crew member. Turians look the same and their weird upside down triangle armor with thin legs makes them look weak. Garrus is weird and he has a creepy voice. I rarely visit the gun room and never bring him as a squad member.
