I don't see anything in what you wrote that tips me off to a problem, but you didn't mention drivers, neither audio nor graphics. I don't claim to know all that there is to know about either the game or the computer, however, between what I do know, and what I picked up from smarter people than I am, I drew up the forum's guide to problem reporting, and someone at Bioware liked it enough to pin it.

Using the questions there, expand your request for help's supporting data, and maybe someone will come by and have some ideas. But weekends are very slow, and summer weekends are slowest of all. The pinned message starts off with the words "Before anything else" up on the top here.

If I use DirectX11 and disable the music the game runs fine but dont look half as good.
I want to be able to play using DirectX11 And with the music as I payed for the full game not a half baked copy

If the game behaves differently whether you use DirectX11 or not try to get the latest DirectX runtime and graphics card drivers. RADEON 4890 is a DX 10.1 card but still should perform well in DA DX11 mode.

Both DA games are much more CPU bound than has been the pattern for games for several years, and the author advised me through a PM that all he has is the "Pentium Dual" version of a Core CPU, which is pretty much just another, new "Celeron", since almost all of the cache RAM is ripped out of it.

As such, his very nice video card is extremely heavily bottlenecked.
