It's because the game is very personal to the player. Plus, co-op would necessarily eat away resources that could be spent elsewhere.

^This. Even though I wouldn't use the co-op mode and thus wouldn't mind, it'd mean precious development time is spent on things that don't matter. I'd rather they spent this time adding more squad dialogue, better cutscenes, more/better missions or polish.

I say this as a person who actually plays shooters and co-op campaigns, not just an RPGer.
Mass Effect should stay single player.

A lot of fans got upset with ME2 because the RPG aspect disappeared with the changes made to it, so they are now re-focusing on that to bring the RPG feel back into the game.

Heavens no. That would sacrafice the immersion. ME primary goal is emotion felt by the player. If two people had responsibility placed on them then any choice you may make isn't fully yours. If I make a mistake during a playthrough, I want it to be mine and mine only with whatever regret that follows. If ME had co-op, it would play like Army of Two. If Shep's world burns, I want it to be because of me with no outside influence. If all turns out well, then it was because of me as well. Although co-op is great for other games, when dealing with the ME world, like the Highlander phrase "There can be only one" player that is.

actually Mr.Mannlyman (cool name) I didnt even look at it that way. But the other player could bring his own resources so hes not using up all your stuff. Also the only thing is, is that some friends have trouble because I play on insanity and I even had a little trouble myself with the ending where the collecters kept coming on the platforms because my teammates kept getting killed because they kept standing up and not going into cover, so the player who is in could actually think but if bioware is going to make your teammates a little smarter then void this idea but it was getting aggrivationg having 2 retards with you

The majority of the fans don't want multiplayer or co-op. They'd rather the resources and disk space be used for something more epic than trying to convince a buddy to tag along with your Shepard for 30 hours.

Dialogue. With the exception of Thane's loyalty (interogation scene) there is no place in Mass Effect where 2 people would have anything to do diolague-wise. which argueably is on of the most important aspects of Mass Effect.
Co-op has no room in a game where there is dialogue controled by a user. the 2nd player will always be a tag-along with nothing to do while Shepard is doing rounds on the normandy and chatting up squadies to build relationships.
