Edit: Browsing up I will add that Baltar's Lawyer is probably a better, less violent, plan B - I heartily approve (Grunt doesn't).

Simple. Be sympathetic, then once reapers blow through the building, I'll fire my gun at it and "accidentally" hit the Turian and Salarian Council members. And that's when I'll signal Garrus to headshot the Asari Council member. Then run like hell to the Normandy.
