I don't think any Shepard is particularly smart. In ME1 Shep knows bugger all about other cultures and planets. Shepard being confused that asari can have children with other asari sticks in my mind as being especially stupid, how did Shep think the asari managed before they met other species?
Being smart and being educated is two different things. My own Shep was a colonist, so therefor she never really had any education beside what she recieved in the Alliance. This is my explanation for the limited knowledge of alien culture that Shepard has in ME1. Also, that comment about the reproduction is completely optional, my Shep never made it since, yes, it is rather stupid.
