I think the Persidium Commons talk that locks in the romance went the way it did for those that romanced Liara only in ME3. The lines are different for those that romanced Liara in ME1.yesikareyes wrote...

I swear that is such a sweet scene, that caught me off guard. Like I think she was the only one who went out of her way to spend that kind of time with Shepard. Plus, I find it cute how she e-mails Shepard like she was so giddy to share her project with him.
I just find it annoying that she calls Shepard a friend here and in the Presidium Commons. Come on, Derek slept with her twice already and reaffirmed the relationship (loyal PT). What gives??
Also think about this. There are in a middle of a war. Liara might feel that Shepard might not want to continue their relationship to worry about the fight. And this is her first serious relationship. She never thought about melding with anyone until Shepard. I think that has something to do with it. Plus it's what the writers gave us.
