Yes, if you choose the paragon option it's obvious he meant at least parts of it.

About 3:50 on the vid. Javik makes it quite clear that he doens't care about Liara, just that she's a useful asset in the fight against the Reapers.

He also said that, just because Liara was special to Shepard (loved it when Shepard said that btw), he would tell Shepard what he wanted to hear....
That too, that would actually be the bigget evidence in favor of Javik just lying to stop Liara from breaking down.

I think it's open to interpretation.
I think he did it more for Shepard's sake than Liara's.
I saw Shepard as replacing his lost comrades in his little grinchy Prothean heart by the end of the game.

I often wondered why we didn't get an option to punch him in all 4 of his eyes for lying.
Cause I don't think he meant the kinds words either.
