Why don't you look at your skin more closely? You will see that your skin also have textured pattern all over, so does Asari's skin. It's not scales.

DNA-wise, no.
But Shepard is still partially responsible for the existence of the kid. IMO, it's still hers.
I don't see Javik's comment as being specific to DNA though. The mating with Liara can still create life. But if he is concerned about DNA then he should have an issue with it.
