Yes but nipples need to be sensitive for some other reason than just for pleasure (don't know why but they must have some reason) but what would be purpose of having sensitive neck and skull ?? 
I specialise in other stuff and am hardly a physiology or evolutionary expert but as far as I know...no they don't have any other reason for being sensitive. Its a pleasure thing. Erogenous zones are erogenous zones, simple as that. They don't need another "purpose".
I could probably give you more explicit examples of areas that "don't need to be sensitive" for anything other than pleasure but this is at least a moderately SFW forum so...I won't.
Hell, there's even strong arguments that the whole of human nature is inextricably related to sex. Try reading The Red Queen Hypothesis by Matt Ridley. Been a while since I read it but its a fascinating book. Sex and pleasure in and of itself is quite easily a strong enough argument biologically for retaining a feature and this kind of sensitivity.
