She doesn't take relationships lightly at all and wants to make extra sure Shepard is just as serious about it. I think that's why she's more hesitant with cheater Shepard during the final love scene as far as declaring feelings of love and all that. IMO, that makes the loyal Shep scene more poignant as she shows her she's finally ready to give herself completely to the relationship.

So be honest, when it hit you in the face that you knew Shepard had a very high percentage chance of dying (I had suspicion when they threw that line "im always coming back" into LotSB, my exact words when I read them on the dialogue wheel was 'BW, you bastards! Don't do it!")... did it bother you to continue the romance? Delving into the romance and feeding the hopeful bittersweet fantasy of a blue tinted future knowing that Shepard would probably never deliver...(yea i fell into the dream..it hurt, and now my ''canon'' shep is dead because of the inability to multiplay with a majority of my time, no ipad, lack of gibbed, and bugs preventing me from reaching 4000EMS)
Perhaps it was an underlying reason(suspicion?) why Liara was handing out chances to give shep a way out? Frequently falling back on 'just friendship'. Desperately, reluctantly bracing for the depressing inevitable. Maybe with the mindset that if they were no longer 'together' and distanced each other it wouldn't hurt as much when it happened.
Or maybe JLB is right and Liara just wants to be damn sure Shepard is serious. I like JLB's better. Lets go with that.
