Actually if you look closely it's just Shepard alone in his(i think) quarters with lights shut off sitting on his bed.
Possibly having hard time sleeping with all the events that transpired?
Blaming himself on what happened on Arrival is what comes to mind.
I think Liara is happy to see Shepard but is saddened by the fact that Shepard is suffering mentally.
You're right the look is definitely bittersweet and not indifferent.
This also explains why she has the arm on the console, she wants to be with Shep at that moment

This is exactly it. I tried to get accross that Shepard is alone, can't sleep, has the feeling of the whole world on his shoulders etc. The things he has to face, has faced, would keep anyone awake at night. Liara is trying to be with him in the only way she can. I just wanted to get accross that Liara cares a great deal about Shep and his suffering has an impact on her too.
There was certainly nothing sexual about it -
