I thought he was a really cool guy when I first met him at the space station in the intro of ME2 but as soon as he got onboard the normandy he became a really annoying and useless character, his loyalty mission was the most boring and useless loyalty mission in the entire gameChaosbrain wrote...

The reason why she knows Jacob dates back to the comics which chronicle her taking back Shepard's body from the Shadow Broker and giving it to Cerberus. She met both Miranda and Jacob at that time.

He doesn't. I checked earlier! But he knows Miranda already by that time (the Mass Effect Galaxy game states that). So it is not unlikely that Liara met him during her body-fetching times. She also met TIM in the comic...so why not Jacob offscreen.
He was the head of security on the Lazarus project. So he might have
quickly met her (or seen her through a security camera) when she handed
Shepard's body over to Cerberus.
He might have met her during on the Normandy during LOTSB.

I love how Zaeed's freaks out by the thought of Shepard being naked. He is such a sap, he fixed Jessie for the Reaper invasion.
