Doing LOTSB before the SM is a great disservice to both the Illium cameo and the picture scene IMO.
The first issue is easily solved by having some time pass between going to Illium for the first time and doing LotSB. As for the picture scene, I disagree, it is just as powerful when their relationship is repaired as it is before it is. Now it is just a matter of "Will I ever see my love again?" rather than "If I survive I will fix this".

Illium is about that, yes, and it would still be if you just do LotSB later on, right before the IFF mission. Plenty of time for pained Shepard. The picture scene doesn't have to be a part of that, it can be part of what I mentioned while being equally powerful emotionally.
Edit: Yay, import flag fix for LotSB in ME3 worked.

But we never truly have scene that shows it then have we? We only have headcanon then, but with the picture scene we will finally see it. So I do believe the picture scene and the Illium cameo are tied together and removing one kills the other.

Frankly not understanding why ppl dislike Liara. Or rather hate. I keep seeing comments that the char was shoved / forced on them; on missions, dialogues. Thing is, who else is there to give info about Protheans, have knowledge about them, etc, etc. Another new char? I don't know. If they don't like to talk her all that much, they can just bypass the unimportant conversations, don't meet her about her project nor on a date, etc.
Thus far, in all the games, I played, I don't have a char I disliked; bar the baddies of course.

To the first, I can say that I never felt forced on anything regarding Liara. She's not my canon romance but I appreciate that she still cares for me. As for the second comparisons of the quantity and quality of LI content do speak for themselves. There is reason for other LI supporters to resent Liara I'm afraid.
While I'm here I might as well say that I still felt a general sense of aloofness from her in ME3, similar to ME2 (which is weird given the ridiculous claims that she's so in love with Shep she makes passes at every opportunity). Obviously the "name in the stars" thing is an exception but apart from that I think they still haven't gotten it right since ME1.

I think it's too weird to see Liara in an Alliance outfit and takes away from the idea that this is all the races working together, not an Alliance Op. The red/black version of her coat might have been interesting but I have a hard time justifying why she'd switch from one jacket to another to go into battle (don't wanna get it dirty with blood stains?).
And I'm still peeved that they don't wear what you assign them while they're on the Normandy. But BW seems to do this across all their games. Still, annoying...
