To be fair Liara was not being malicious towards Ashley, she was simply being scientific. Which Ashley, being a more emotional person did not take kindly.
I simply felt she was taking a "logical" stance to the whole situation, at this point Liara is still very much a scientist and all that with strong feelings and emotions, love in particular, is still very new to her. As such it makes sense that she would behave more detached and analytical.
As the series progesees and her love for Shepard deepens she becomes progresively less scinetific and more considerally more emotional.
Besides Liara is hardly confrontational (the Shadow Broker not withstanding) so I can't see her as actively seeking to agitate Ashely.
She is in general, but in the first game especially, very honest and neither malicious or manipulative so I think she was simply stating things the way she saw them at that point.
