Indeed. Besides.. Paragade Shadow Broker Liara suddenly applying for Justicar training? Give me a break. Besides, Samara said a justicar's life is very difficult, the training is look, hard and has a high casualty rate and the asari has to give up everything from her old life. There's always a personal reason for joining. What reason could Liara possibly have to give up everything and go join a hugely outdated organisation that blindly follows their equally outdated code? Just.. no.
Don't get me wrong, I like Samara. I just feel the whole following a code thing is outdated an no longer fits in the modern ME times.
She has already given up practically everything to become the Shadow Broker, even realizing that her relationshiop with Shepard may be greatly damaged. What greater personal reason for becoming a Justicar could there be than to stop the Reapers and protect Shepard in the process? Since she fought so hard to save Shepard to begin with, it would make sense to me that she would do everything in her power to help him in his mission against the Reapers.
As for your opinion that the code is outdated...well, that is just an opinion. Perhaps the idea wouldn't seem as outdated if we were visiting the Asari homeworld, where they surely receive more respect than on Illium and their authority would be unquestioned.

I highly doubt she even could become a justicar in the time between Arrival and ME3. Justicars have a very hardcore training that I doubt you can go through in 6 months.
Probably true, but I was mainly just speculating. Considering her experience with Shepard during ME1, plus her work finding his body and fighting the Collectors to get it back, plus her conquering of the Shadowbroker perhaps gives her a leg up.

Is not said what Samara wears is a Justicar outfit. In the codex is written that asaris dont have an establish military uniform (practically they can use what they want), and can be is the same with Justicars.
The headband can be anything, just decoration, a lucky charm, something religious, a family accessory, warrior related, or just the devs giving us some Samara nostalgia
Her becoming a Justicar makes no sense
You're right, there isn't a "Justicar Outfit" I was mostly pointing out that it is VERY similar to what Samara wears. And Samara's look is pretty unique so far within the Mass Effect universe, especially her head gear. Anyhow, that was just my first thought when I saw the picture.
