That actually isn't entirely true. My Shepard romanced Miranda in Mass Effect 2 and the ME3 Liara romance was identical for my Shep as it was for those who've only romanced Liara throughout the trilogy.
Speculation time: Whether or not Liara says "I love you, Shepard" may depend on the order in which LotSB is played if you romanced someone else in vanilla ME2. I completed LotSB after the suicide mission. My Shep also broke it off with Miranda during the first conversation in ME3, where she asks if he is still interested in pursuing a relationship with her.
If you start a romance with her in ME3 she says ''you mean so much to me'' instead.
