I don't know I mean for all her anger and hate for Cerberus she doesn't really have anything she could use against Cerberus, she's just one really angry Quarian. Liara has contacts and resources, Tali blowing up the engine probably doesn't concern TIM as much as someone who could offer a viable alternative to him and his organization. So long as he monopolizes that he has Shepard's leash.
Probably the big breaking point was Garrus anyway, since that didn't ruin the whole thing he naturally assumes that either Shepard is keeping these individuals in line and or the illusion of rebellion from Cerberus by having these people around keeps Shepard subject to his continued manipulation. Since having Tali and Garrus around as an illusionary rebellion is better than an actual rebellion.
Liara's big threat is that she represents genuine rebellion, a rival organization or individual capable of usurping his control over Shepard.
