No. I can't summarize to you why you should consider her valuable and outstanding. If you don't like her, you don't like her. It's that simple. But I'll ask you, why did you start to hate her in ME3? Hate is a strong emotion. She didn't do anything bad to you or Shepard to justify the hate.

But who should you blame? Whose "fault" is it? Liara or Tali? No. BiowareEA? Yes.
You're targeting your hate in the fictional characters instead of the people who made those fictional characters and decided what should be shown and what not. It's not like you're going to hate your friend who got a raise instead of your employer who didn't give
you one.
The ME2 characters had no serious involvement in the progress of the story in ME3 (maybe they could have) so they didn't focus on them as much, saving money and time or whatever - who knows. Focused too much on getting Earth back using some space-magic blender.
