I dunno if you’re the only one, but I disagree. There must be something to reward you if you’ve been together for three games (several years).
That romance dialogue actually isn't exclusive to Shepards who have only had Liara as a LI through all three games. Shepard can also get that dialogue if he or she romanced someone else in Mass Effect 2, so long as Shepard breaks it off with the ME2 LI during their first meeting in ME3, and so long as Lair of the Shadow Broker (And Liara's romance in LotSB) occurs after the Suicide Mission.
I've now played through Mass Effect 3 twice with imported Shepards that had Miranda as an LI in ME2, and in both playthroughs Liara tells Shepard she loves him first.
Once before when Liara's romance dialogue was being discussed, someone had said that their Shep had also one of the ME2 LIs, broke it off in ME3, and didn't get Liara to say 'I love you' first. I asked when they had completed LotSB, and it was prior to the Suicide Mission. With the two playthroughs I mentioned, LotSB was completed after having beaten the main game.
So it seems like the criteria (other than breaking it off with the ME2 LI) is the order in which LotSB is played.
