I was thinking that too. No babies until after the Reapers are defeated.
As the GM of a traditional pen-and-paper RPG where the battle for the future of life is coming, I'm going to call this entirely possible. Some people react to potential armageddon by deciding they can't bring a new life into such a crisis; others decide they want to make sure that something of themselves/those they love lives on, should one or both of the parents die. My wife's character is having as many children as she can before leading the armies of Light against the legions of undead that threaten the world. OTOH, she can literally evac those children to Heaven if worst comes to worst (aka Yu-Shan; it's Exalted for those familiar with White Wolf), so mitigating factors exist.
My thought is that you're right -- Liara would probably wait for a variety of reasons. She's absurdly busy between being the SB and fighting alongside Shepard, she wouldn't want potential "little blue children" to be victims of the Reapers, and waiting would indicate a faith in Shep that s/he would most likely feel keenly. On the other hand, we've seen Liara leap into the breach on these sorts of matters (c.f the end of ME1), and we know that the Reapers can miss hidey-holes (Ilos), so it wouldn't seem completely OOC for me.
