You can NOT use the US military rankings and compare them to ME. Considering the devs are from Canada not the USA.
Erm, digression? It's a subject that has come up and interested me in the past, so I responded in detail. Call it enthusiasm.

Canadian myself, eh. I use the US ranks because Canada doesn't have "marines," which Kaidan and Ashley both claim to a part of.
Like I said in my first post on the subject, there's no point in getting into semantics about who's what. The ranks are inconsistent in Mass Effect. Shepard is Shepard, Kaidan is Kaidan, and Liara is blue.

They are not the same in the ME universe. There is a rank in between them. I posted the ranks. Feel free to either put in ME1 or ME2 and read the codex or go to the Wikia and read it there.W E C wrote...

To me it makes as much sense as comparing the ME military ranks to r/l military ranks as people trying to compare asari/human when it comes to ages.
It doesn't work very well.
Techinally by rank, Kaidan outranks Shepard in both ME2/3. Ashley equals Shepard in rank in ME3. They are both Lt. Commanders. But Shepard is the commanding officer of the Normandy, which put Shepard over Kaidan when he is on the ship.

The Alliance ranks are different than USAF, "Lieutenant Commander" is technically Navy and "Gunnery Chief" is technically Marine. (Kaidan makes it a point to mention he's a Marine, and it's constantly referenced that Shepard is in the Navy.) Chalk this up to an internally inconsistent military in the Mass Effect universe and ignore it.
They're both in the Navy actually.
While I think it would have made more sense to have the Alliance divided into seperate services, the established canon is that the the functions of an Army, Marines, Air Force and Navy have all combined into a single branch of service. (The Alliance Navy)
So Marines appear to be Navy personnel with ground combat related occupational specialities, rather than members of a different branch of service. Shepard, Kaidan and Ashley are all Marines *and* Navy simultaneously, while Joker, Adams and Chakwas would just be Navy.
This may also address any other questions you have about a higher rank (Kaidan) serving under a lower rank (Shepard). It's what is commonly known as "positional authority." The captain of a ship is the captain of that ship no matter who's on board at the time. If a Rear Admiral walks on-board, the Captain's orders are still followed.
Another possibility is that as a kind of specialized function within the military, biotics don't have the same level of authority as other officers. A real world example would be medical doctors. A Navy doctor for example who is a Lieutenant Commander (O-4), couldn't tell a Marine Captain(O-3) how to deploy a company he is commanding. The authority of the doctors wouldn't extend far beyond their area of expertise. Perhaps a similar practice exists for biotics?
That wouldn't necessarily create canon issues for a biotic Shep either, since he's an N7. By virtue of his special operations background he'd be in a different role.
Ashley equals Shepard in rank in ME3. They are both Lt. Commanders.
Even if Shepard wasn't commanding officer of the Normandy, he'd still be considered senior to Ashley however by virtue of having been promoted to Lt. Commander prior to her. If two people are the same rank, seniority is determined by time in grade (rank), and if they were promoted on the same day seniority is then determined by time in service. (how long they've been in the military)
IIRC Shepard also has been in the military longer.

I know that she has done work with alliance people like Adm. Hackett, and probably other researchers. Plus her connection to Shepard...Maybe that could warrent some kind of Alliance citizenship. Or perhaps a dual Asari/Alliance citizenship.
Though I have a theory that after the Reaper War there will be lots of political reformations going on. Pehaps new governments will be formed, or the structure of the council goverments will change.
I dont exactly see her retireing considering the length of her potential life span. She will probably help to rebuild, and have a connection towards humans things. Though she will also want to help the Asari as well. She may share time between the two. Perhaps human-asari ambassador, given her experience with humans.
As much as Liara tryed to get away from it in her youth, I see her as taking up some type of leadership position somewhere.

When my dad was younger he was in Florida and got attacked by a Spanish/Portuguese Man O War jellyfish. He was paralyzed from the waist down, but made it to shore. So I understand how dangerous some of those jellies can be:)

In my case, it's both of us. And I've considered living on the Citadel, actually; my Shepard might need to do so, as the voice of the Catalyst. Although going to Thessia would be nice... then again, it may be too crowded. I can imagine them going off someplace alone together for quite a long time, just resting for a while after the war was over (and after Shepard's second resurrection in my own case).@Xilizhra

And yes, Thessia'll be depopulated, but I think my Shepard would want to avoid making a show of solidarity in particular with any one race, so living on the Citadel after returning from the very long honeymoon might be the best initial choice. But maybe they could, one day, slink off to Thessia.
