I'm concerned that Liara needs a clearly defined goal (stopping the reapers) to keep her from abusing her power after she becomes the Shadow Broker. She doesn't give Shepard concrete assurance that she can resist temptation.
Her "give me ten minutes and I could start a war" comment is said in a disconcerting tone, also. Thoughts?
That's my point. The way she says it, it sounds as though her honesty is conditional, like she needs that purpose to keep her from straying from ethical courses of action. There are other things in LotSB that put her moral character into question. She doesn't show any remorse for getting Sekat killed and she doesn't seem to care about the innocent people that got blown up or shot by Vasir or the Shadow Broker's soldiers.
