I think, in the situation where you invite her to your cabin, but tell her you don't see a point in trying to be together, you're just on a break. You didn't breakup with her. You're just seperated for the moment. Because Liara says they'll talk again later.
You're in the same boat as someone who didn't play LOTSB, or told Liara to just be friends for now. You're on a break. You didn't break up.

That's why it ain't my self insert Shepard. It's a role-play character. She's my only renegon character, who made choices I'll never do in another playthrough.
But one thing I'll never do is breakup with Liara. I can make Liara get angry at Shepard and walk out, but I can't make Shepard breakup with her. Because they can't. None of them can. They don't want to.

It's funny to me how everyone else seems to have their renegade characters screw up their personal relationships while their paragon ones get things right. For me its the opposite: My paragon femshep is incredibly hurt by Kaidans words on Horizon and quickly jumps from partner to partner looking for affection, while my "renegon" has no trouble sticking with Liara. Perhaps thats just cause most people see their renegade playthrough as their screw up one. (again its the opposite for me)

I can't do the scene where Liara walks out of the cabin a tad bit ticked off and disappointed.

Every damn time I try to romance someone else I end up choosing Liara! I mean hell I really like Tali but I just couldn't do it. Once you go Blue nothing else will do right? I mean seriously it is impossible for me to even make a new save and not romance her

I'm seriously considering having my current broShep stay professional w/ Liara. In other words, he won't invite her up to the cabin. I'm waffling over it, because on the one hand, that's his character, but on the other hand, that scene is really, really hard to watch.
Why would it be unprofessional to catch up with an old team member? Tell her you want to be friends then invite her to the normandy. Nothing unprofessional about that imo. Not inviting her is more of a "I'm not your friend so get lost!" kind of action anyway. Not something I would call professional...

k. I'm trying to think of what changes happen for not doing it, since as Ali says, she's doing lines for people who never played it. Besides Shepard not being involved, I guess you're relationship with Liara is the only one that changes.
Now that I think about it, it's possible that these 'extra lines' are simply an introduction. These lines could be simple like: Liara: "Remember all the trouble we got into, taking out the old SB"
Shepard: "Tell me about it. The bombing on Illium, running across the outside of this ship..."
Result: New player now knows what happened in Lotsb. Goal accomplished.

If something like what you said happened, I can imagine Liara later on talking about the SB and the new player not having a clue because they weren't paying full attention to what she said earlier.
Mind you it's still probably the best solution regardless without it feeling too contrived.

The new player shouldn't be surprised. You start ME3 without ever having played ME1 and ME2. Congratulations, you just skipped 2/3 of the game, no wonder you're confused:P
The new people should be glad BioWare is actually trying to help them on their way, probably EA's idea in trying to maximize sales. I myself wouldn't put that much effort into it. Who in their right mind would start with the 3rd installment of a trilogy anyway, especially since ME1 and ME2 aren't so old that they're hopelessly outdated and therefore unplayable.
CD Project RED for example does no such thing. Try to play Witcher 2 without playing 1 and you have no idea what's actually going on. Dozens of terms from the previous game get thrown in your face and you're left wondering since it never really gets explained.
