There is no way to romance Liara in vanilla ME2, but there are other ways to do it:
You need to buy at least the Genesis Comic.
If you have the PC version, you could download a savegame where Shepard romanced Liara.
And the last solution for the PC version: use gibbed to edit the ME2 savegame.
Personaly I bought ME1 to romance Liara and it was worth it.

[Edit] But it would be awesome if they record two versions of the romance for ME3. One for the Shepards who romanced her since ME1 and one romance for the new players.

I do have the Genisis Comic. I did somehow pick the romance once,(Admits to, skimming through comic by abusing the B button,after listening to it once) I'm not 100% sure what page/scene to pick..

Can't blame you, I don't like that comic at all. You can count the pages on youtube, there are a view people who uploaded Genesis.

I had a Shepard cheat on Liara for the first time today. Wow. Liara pulled the "You deserve to be happy" line and I was totally not expecting that. Way to make someone feel like a heel, bluegirl. (guess my Shep deserved it though). In all fairness, I had not planned on romancing Liara in ME1. I have a one LI per Shep rule, but got the Liara renegade bug in ME1. Should have told Liara to scram when she came to Shep's cabin in the first game, but she's a selfish little minx. Chose the friends option at the end of LOTSB. Need to keep on good terms w/ the SB.

Anyway, Liara being my favorite LI, it was quite emotional to break up w/ her.

I hope my Liaramancers do get to enjoy their games. So far it's looking like half my Shepard's will be dying heorically, on purpose.

Funny, I played through LotSB today w/o an active Liaramance for the first time today with the single Shepard I'm taking into ME3.

It still felt like they wanted to jump on each other but were holding back...this Shepard is an emotional cripple so turned Liara down in ME1 but still has the hots for her.

The best way to discourage spoilers is to quote them. That way, less unfortunate people will stumble across them. And be sure to act tough on the internet, because not only is that manly, but also effective.
