I think it's just ME3's improved textures. And it makes sense that Liara would look particularly haggard in LotSB.

The skin is probably just as textured as LotSB....it's just shot with a very hot light on it. When you photograph people with super hot, bright, lights, it smooths out the skin and destroys details. Works the opposite if the light isn't too bright and then it enhances every single wrinkle.
