Also, Liara said that she ran into Joker and Doc Chakwas, and that Joker seemed happy to see her.
Aside from the snarky comment about the Vaenia Vid, I think you could call Liara being friends with Joker and also Doc Chakwas.

Liara is an easy person to like so I can see her having a few friends on board the normandy. Chakwas would be someone Liara could be friendly with, they practically lived in the same room aboard the original normandy. For Joker, I think he (like most young human males) kind of fancies Asari in general and therefore is happy to see Liara again. The fact that he mentions the Vaenia vid might mean he tried to flirt with Liara a little but Liara didn't pick it up? I doubt in Shepard's absence and with her Shadow Broker obsession she's done much flirting.

In my femshep playthrough here is how Liara meshed on the Normandy in ME1 ....

Liara was close with Wrex, Kaidan and Dr. Chakwas. It was Dr. Chakwas and Kaidan that made her see the "softer & intellectual" side of humans. Initially she was really unsure of Shepard though and Chief Williams was .... well .... 

Liara and Ashley were like water & oil, but so was Liara & Shepard at the start. Liara would watch the two women laughing, playing practical jokes, pushing each other physically in the gym, boxing, and really just B.S.'ing and given that she had limited prior contact with humans, really didn't understand them. While her and Shepard became "close", her & Ash never became friends but each gained a certain respect for the other.
 
Liara never really clicked with Garrus or Tali ... Just different personality types really.

Joker liked Liara and she tried to understand him, but he sometimes said things that went over her head (like the vid joke). They started to get to know each other better because Shepard liked to have a cup of coffee & chat with Joker before she turned in. Dr. Chakwas joined the chats after a couple weeks and then started pulling Liara along to get her out of the backroom of the med bay. 

At least in my Liara/femShep world this is how her relationships went.

Obviously this depends on the Shep and romance, but I have certain semi-constants in mind. For my Paragon male-Shep who romanced her, I imagine it this way:

* Ash didn't get along with her despite Liara's best efforts ("bug-eyed monsters" my cloaca!)
* She did well with Kaidan, but was uncomfortable with his not-well-hidden attraction to her
* Wrex had a strange "odd couple" friendship with her, and the two clicked for reasons neither of them can really explain
* In spite of Liara and Tali being obvious candidates for a sisterly relationship, there's a subtle tension between them that Shepard can't figure out (until 2, when he discovers Tali's well-hidden crush)
* She got along with Garrus, but they didn't have enough in common to bond in 1
* Joker just weirds her out, but she likes him anyway because he's "genuine" (i.e. what you see is what you get)
* For a variety of reasons, she became good friends with Dr. Chakwas

After Shepard's death, well, things changed. A lot. I have a hard time imagining Garrus not ending up on the body-rescue; they became good friends during that, with Liara feeding "Archangel" intel. Garrus asks Liara not to mention this to Shepard, and Liara understands, given what a botch they thought the mission was. She misses Wrex more than she realizes, but understands why he left -- he's got a homeworld to rebuild. Kaidan died on Virmire, and she didn't really stay in touch with the others...but she silently watched over them. Omega wasn't the only world in need of an angel.

*SPOILER* Just one small correction,Garrus wasn't in on the body hunt, Liara and a drell named Feron were the ones who retrieved Shepard's body, barely escaping with their lives, not to mention Feron was captured and turtured for two and a half years.. Other than that it's a cool hypothetical story, my theory :

Shepard is never able to reveal honestly without any pep talk what is it that keeps him going, keeps him fighting against such odds - my opinion is he is fighting for Liara, imagine this between a personal talk between Shepard and umm.. Kaidan for example : 

"How do you do it commander.." *shepard looks to the side and sees Liara talking to Chakwas whilst smiling at him and he then says "Im fighting for her Kaidan.. She's everything to me"

I've heard that "Garrus" idea before (fanfic? not really sure) but hey ... I could see Garrus doing that.

I never saw Liara trying to be Ash's friend or vice versa to be honest. They were too different and I think the "alien snobbery" would be felt by both. Liara isn't really impressed by humans before her time on the Normandy and sees them as a joke if you will ... I would love to see those two at breakfast together.  But once they start fighting "together" in the field, I think that they would respect each other's combat abilities and the fact that they have each other's back. Those two make me think of people that I loved working with because I admired their work ethic and abilities, but dear god .. don't make me have to hang out with them after work.
 
Tali & Liara just never seemed like they would be friends ... and you're right, add MANShep and there is that - er, hidden rivalry.

Kaidan in my Male Shepard playthrough went on a few dates with her since Shepard was with Ash ... If he had survived Virmire, who knows if they would have ended up an item.

She is closest to Dr. Chakwas and Tali actually.  She also would be worried about Joker if he wasn't saying things he said to her during ME2's cabin scene.  Liara actually does mention it.  I think the only time I heard her mention that was a Shep that was with Ash and not the Shep's LI.  

Kaidan was furious with her after he found out that Liara was the reason Shepard ended up with Cerberus.  Once Shepard told him, she forgave Liara and if he had any problems to bring it to Shepard, Kaidan thought about it and realized Liara did the right thing.  He respects her mostly because of how happy Liara makes Shepard.   Even though he still has some feelingsfor Shepard.

I have to say I'm a total stranger to any evidence of Liara being friends with Tali, I mean sure it is kind of logical but I never really saw something that would suggest them being closer than "just teammates" Would have been wicked had Tali mentioned or talked about Liara in ME2 though, or the other way around

Oh oh, my turn!

Liara took a quick interest with my FemShep (Katelyn), despite how Katelyn seemed cold and indifferent to her.

Liara got along with Dr. Chakwas, they chatted frequantly and became good friends and had a lot of medical/scientific discussions. 

Liara respected Wrex, but they never really spoke much, despite her curiosity behind him and the Krogans in general.

Liara shied away from Kaiden at first, thinking he and Katelyn had something going on between them. But after Katelyn shot that straight out of the water (Really got irritated by the idea), she began to get to know him better shortly before Virmire. But after he died, she regretted not having known him better, and did mourn his loss a little.

Liara was a bit intimidated by Ashley at first, especially from her distrust of aliens and how open she was about it. She had over heard Ashley and Shepard talking once, and when Ashley had mentioned her distrust of Liara, because she was the daughter of an enemy, Katelyn defended Liara and scolded Ashley for not trusting in her judgment. After that they had began to warm up to each other.

Joker would tease Liara all the time for her interest in the good Commander, and it would leave Liara feeling flustered at first. But she eventually warmed up to him as well.

Katelyn had taken a strong liking to Garrus as a friend, and after Liara and Katelyn had admitted feelings for each other, Liara began to open up to him as well.

Liara and Tali never did get to know each other well in my universe. Tali being in the engine room all the time, and Liara always hiding out behind the med bay they just never talked much.
