Both in a sense for the exact reason you stated. She just does not seem the type to wear dresses. A fancy pantsuit yes, but not a dress. She spend all her life save the last year+ in dig uniforms and a lab coat. I can see going all out of the date on the ship, but it wasn't flattering in the least and also not in the style I'd have imagined for Liara inside my head. To top that off, being an IB may be a respected job on the surface, but it's inherently dangerous. She could be a bit challeneged to fight freely if it ever came to that... although it didn't seem to be a problem when she had to deal with Nyxeris, but that was not likely hand to hand.
Just keep in mind, it's only my opinion. And of course, it doesn't look all that easy to get out of... not something she would be wearing on a two year reuninion with her mate. 
As I said earlier I prefer the labcoat by far, especially considering she's going to be on the Normandy again, but I don't really think the dress would have been a problem when she was an information broker, considering that she mostly use biotics, and seems to always wear a kinetic barrier.
...can't do anything but agree with the last part of course.

Hmm, now that I think of it I actually never did that dialogue before the SM since pacing wise I prefer to play the whole Shadow Broker DLC after the Mission.
I guess it's mainly the "How do you feel about the Reaper threat?" part of the dialogue that changes?
Well, that's part of it, but it's also that the possibilty of Shepard's death seems more imminent due to the SM, which makes Liara's worries and the whole scene more emotional, at least to me anyway.
