I haven't got them all yet (installed the app after I'd done my first full playthrough), but Liara does indeed have some.

The first one changes an existing line. Without a romance, you get...

"Hope you like what I've done with the room. I'll let you know when I have more data on the Crucible."

With romance...

"Hope you like what I've done with the room. Come back if there's anything else you'd like to do with it... "

Indeed. If you didn't do LOTSB then it's assumed Shepard never helped Liara and so their relationship never recovered after the Illium cameo.

If Liara is more or less the same without LOTSB then I am not sure if I like her as a character without said DLC.

I think the saddest part was when you get beaten by Kai Leng and Shepard looks down at the Reapers attacking the asari, especially after Liara approaches Shepard and he walks away. The look on her face, the music... it was all sad

Mostly wanted to kill that Lieutanant Bastard Kai Leng, who throw Liara like a rag doll, atleast he got what he deserved.

I just wish you could comfort her more when you visit her after Thessia. Sigh.
