I had to check to be sure; that cigarette's always there regardless of if anyone's in the room or not. There are two more on the poker table exactly like it. So there's no clear indication that Liara smokes aside from circumstantial evidence, i.e. her being in the same room as a lit cigarette. So...I guess whether she smokes or not is more headcanon than anything.MrStoob wrote...
There's certainly a cigarette smoking in the ashtray when Liara and Garrus are talking in the lounge, it seems to be pointing towards Liara.

I also don't see her or the other teammate abandoning the mission.
If
Shepard does actually die, I would think they'd continue towards the
'magic beam', past Marauder Shields, up to the Crucible in order to push
the button. It's odd that they'd just say 'screw it' and leave.
