In Mass Effect universe we didn't see asari without Matriarch social position on high position. Matrons and Maiden are only soldiers, dancers, mothers etc. With age they will gain only expierence and social position - look at ancient Greece or Rome.
Go further - if you don't have 18 years, you are only kid with several rights but if you have above 18, you gain full rights. From Ancient to Middle Ages (especially in Arab countries ), girls with13 years old get merried and have children (Also today in some countries). - "nowadays" you can get married if you have above 18 years. The best time to have children is 25 - 30 age of life. These limits do not mean that you can have only children when you have above 18 years because below you are "effectively sterile" (that was pretty funny for me - no offense for you). These restrictions are the only "common law" not a "biological barrier".
Returning to the heart of the matter -

1. Oh yeah - they meld frequently.
2. Liara mentioned to live somewhere in peace/she doesn't want to be somewhere else - (she wants to be with Shepard). - "cabin" scene.
3. She wants to renew the relationship with Shepard.- first talk.
4. In LotSB she wants to Shepard always returned to her.
"The Maiden stage begins at puberty and is marked by the drive to explore and experience. Most young asari are curious and restless."
5. (On my mind) - if she is maiden, why does she want to be with Shepard? In ME1 or ME2 was mentioned that maiden Asari doesn't become attached to someone - one quick jump to the side and that's all.
In conclusion, I believe that - Liara grew up to Matron stage from Maiden in ME1 to Matron ME2/ME3 and there are no biological barriers to disprove that she can have children.

Liara's now the Shadow Broker. That's a lot of work/pressure for her. Shepard's the face of humanity trying to save every sentient being in the galaxy. WIth that sort of pressure on both of them, it'd be hard to find any real romantic moment, you know?
And that strained relationship makes their few scenes all the more powerful.
