This works on the assumption that Shepard has known Liara for the 3 years, and has finally sorted himself/herself out. And, knowing that you may die tomorrow can really help focus the mind.
But it's a different type of romance. One in which friendship turned into something more. New Liaramancers miss out on a lot of the fluff leading up to Cronos, like the peck on the nose, the tenderness on Mars... And when Shepard expresses love for Liara, there's even a slight pause, almost like hesitation, before Liara responds in kind.
Not that I'm ever going to see it, but it doesn't bother me that it's an option. It definitely bothers me less than the treatment most of the ME2 romances got in ME3...
