This isn’t a bug. When Kelly has dinner with Shepard in ME2, she becomes very close to the Commander in
either a friendly or romantic way. This was a requirement for her to feed Shepard’s fish or for her to come up to Shepard’s cabin after the suicide mission. This closeness to Shepard is what gives her the perspective and courage to leave Cerberus and start a new life helping refugees on the Citadel. If you didn’t take her relationship to the point of the dinner scene in ME2, she returned to Cerberus with the rest of the crew when the Alliance impounded the Normandy.

So in other words, it is implied that Kelly and the rest of the crew from ME2 dies/"changed off screen, when Cerberus gets even more "evil" in Mass Effect 3, like the rest? If so, I might have to replay ME2 again, because I didn't romance Kelly , while a had a real romance, such as my Tali romance playthrough.
Also , thanks for the support for Kelly as romance. Not to sound ungrateful, but I hoped she would have had more screen time. From the leaked script it seems many things got cut. I hope Bioware really does a romance DLC pack one day.

As everyone in this thread knows, for a while it sounded like she would be romanceable. I booted up my ME2 save, ditched Miranda, prompted Kelly's email, invited her up for drinks and dancing, and was sure to talk with her at least once after that. That was going to be my import.
Right near game's launch, as we all know, it suddenly sounded like she wouldn't be romanceable and perhaps wasn't even in the game. Sad face. When I went to import my save, my import points said "Romanced no one in ME2" (or something like that), completely discounting my time with Miranda. That put me in a tough spot of either reverting to a Miranda profile or rolling the dice. At the end of the day, I decided to take a leap of faith and import a character that best reflected my sensibilities.
Suffice to say, I am glad I did.
You find Kelly in the docking area with all the refugees. This area was accessible to me upon my second visit to the citadel and after triggering the area through a few conversations. In one of the first conversations, you have a choice of either encouraging her to help with refugees or make sure she covers her tracks from Cerberus. You must absolutely choose the latter option. Doing this ensures her survival later on when Cerberus comes looking for her.
After that, it's just a matter of visiting her and talking with her. You may need to not be in romance with anyone (I wasn't), but eventually there's a dialogue about having someone to love during times like this. This happens post-Cerberus attack on the Citadel. It's up to you to decide what to say in return. Presuming you say that it is her that you want, this unlocks the Paramour achievement/trophy. After that, she gives you a picture of herself to keep in your office. I'm only just past that, so I don't know what more there is, but so far, so good.
So:
ME2: Talk with Kelly after missions, have dinner with her, save her from the Collectors, console her after recovery, invite her up to your room for cuddle time.
ME3: Find her in docking bays, insist that she get herself new credentials, be sure to visit her regularly. Rekindling your romance with Kelly unlocks the Paramour achievement.

If I choose to go for Ashley, should I not go after a relationship with Kelly?
I know it seems a silly thing to ask, but will it carry out like in ME2 (minus sexy dancing) where it is considered open, or will it be considered an exclusive relationship?
The reason why I am so nervous about this is because in the game I want to go after Ashley, but I am now at the relationship portion (the Do You Want to Romance Me part). I am fearful that there will be no more interactions if I pick no (eg cutscene convos) but I want to pursue Ashley.
I apologize for being confused and asking a funky question, but there is nothing online that answers this (even the Mass Effect Wiki....heck the wiki doesnt even mention her being an option)
Damn I am getting too invested in this series......................and I wouldn't have it any other way!

I would buy a Romance DLC if Bioware ever created one especially for Mass Effect 3 because you could flesh out the existing Options and maybe add a few new ones as well like Kasumi Goto and maybe Gianna Parasini.

I mention these two playthroughs because . I can invite Kelly up to my cabin in my Liara playthrough. In my Ashley playthrough, I didn't get the option (I avoided this on purpose) to invite her up, just in case Bioware changed Kelly into a real serious LI. On my loyal import with Ashley from Mass Effect 2 to Mass Effect 3, Kelly was in. I am confused, on the requiments to get Kelly in Mass Effect 3.
I am saying this now because, my female playthrough, didn't have Kelly at the docks. Bioware should just patch the game to the point Kelly leaves Cerberus by default. All the player has to do is make sure she makes it out of the Collector base.
