There is SO much more stuff that happens between Kelly and my Shep in my mind than what we see in game. Hell, in ME2 Kelly is the main reason she changes her whole outlook on life (and why I go from being almost full renegade to sort of paragade).
Romances in game are never meant to be taken as "what you see is all there is", they are there so that the players can work their imaginations with the rest. So long as nothing in game contradicts one's headcanon, it's all good.

Yeah, I agree that what we see in the game is just a tiny bit of their interactions. What happens during the days after their 1st dinner / before the Collector abduction and after the end of ME2 / before the Normandy gets impounded is completely up to the player as well. I’ve thought about visiting those times in stories / picture sets, but really just too lazy to get around to it:P
I also gotta say that people’s assumptions are a little annoying, especially when it comes to Kelly. The fact that she has love for all species / genders and has a dancer’s outfit automatically makes a **** or that she had to be the one who got the scale-itch on the Normandy (which if you think about it couldn’t have been her - only way to get it on the ship was to have left the ship; only Shepard and the squad mates ever left it so logically it had to be one of them). Out of all of the LIs, she probably gets the most flak, none of which is deserved. I never really understood that.
