It makes sense to have Kelly in ME3 as all other characters that shep could flirt with are to make an appearence, as for the continuing of the relationship, why noty have Kelly in a safe location talking to Shep via video link? Thus having Shep pay a visit just before the climax? (no pun intended), I'd be happy with that.

I wouldn’t describe the casual banter and later the dinner (this scene was too ambiguous to describe otherwise) as nothing consequential. The fact that Kelly can be called up to your cabin like any other romance offered in ME2 is also a strong indicator of the romance in play.
 
I appreciated the fact that the Kasumi DLC includes comments recognizing Shepard’s growing relationship with Kelly, and I hope it is an indication as to how the relationship will be treated in the final game. 
 
As for Mass Effect 3 I don’t think the Kelly relationship should run in the background. I hope for you JediMaster_Murph that Liara take exception to Kelly’s flirting, and as a consequence of that encounter Shepard can make a decision.

One of the best aspects about Kelly is that she's the only person femshep can have a girl to girl friendly conversation with. The convo about what kind of men they're into (after recruiting Thane) is one good example.

She did come on a little too strong, though only after her loyalty mission.

That actually happened to me too. I was a little flabbergasted, and I picked the neutral option so as not to offend her, but Shepard was still all like "It's dangerous but I'm interested" or something. I was fearful for my Kelly romance, because I thought I just ninjamanced Tali. Bioware probably just wanted to make that romance ridiculously easy so that the Talimancers wouldn't complain.

I really hope Kelly is a full-fledged romance in ME3! She seemed the most, well, normal of all the LIs: no super-biotics, genetic perfection, penitent killer syndrome, etc. Just a well-adjusted, charming 'people person'. Besides, someone needs to keep an eye on the fish while Shepard is being put on trial...
