It stands to reason that if Jacob and Miranda can "quit" at the end of ME2, and theoretically return in ME3, then there's no reason Kelly couldn't do the same.

Now I'm not saying leaving out Kelly will break the game, it won't at all. But keeping her in adds up the reasons for someone who likes the character to buy the game. Leaving her out further reinforces the notion that BW falling short when they say the choices you make in ME matter and carry over to the next game. So many choices in me1 were resolved(or not resolved) and referenced to by email in me2. So choices in me2 a game not perfect by any means need to matter in me3 the game that's suppose(we will see spinoffs) to be the finale.
Everything should be resolved and not just saving the galaxy against sentient space faring dreadnoughts with pistols and machine gun combat. I am of the opinion me3 will be a disappointment if that's all it is.

I disagree. That is an awful lot of effort the player must expel if Kelly is merely a respite to Shepard’s love interest from the original Mass Effect.
It is my interpretation that developers seek to reward players for the choices their choices throughout the series, the effort both to romance Kelly as well as to save her I expect will also be rewarded.

- No personal quest
- No confirmed return in ME3 (except this "every surviving character will return in some way" crap)
- No voice actors statement
I think her repeatable dancing is worth more "sex sells points" than this single "go time" with other LI. Combined with the additional dialogues due to some quests even after the final mission she feels more to be the type of a serious relationship than those one night stands with other characters.

I'm very afraid of what they're going to do to my Normandy and it's crew. They reclaim the Normandy as they believe it to be their ship. The trial where they take it is interrupted so I'm not sure how much of it is gonna change or where the (cerberus) crew is gonna be. I'm hoping Councilor Anderson will be able to helps us out, but I guess we won't know until we play.PrimalEden wrote...

The achievement was for romancing a squadmember, which Kelly was not.
A personal quest is not a prerequisite for a romance.
It is too early in development for Kelly to be confirmed as she is not part of the main plot. She is a side character. Not that that says anything about potential romance status, but she is not vital content.
Voice actor statements don't mean much, especially at this stage.
Kelly's romance in ME2, actually much of her content was added in as a labor of love. She, Gardner, and Ken and Gabby were added in to try and make Shepard care about the Normandy crew. Ken was even originally planned to be a similar romance to Kelly. So they had fewer resources to work with for them, which imo makes it all the more impressive that she is so well written.
I have no doubt that Kelly will be in ME3. The only thing I don't know is whether or not the decision-makers on the dev team care enough to allocate resources to her. Worst case scenario will be a cameo, and I think even a cameo can be good enough to acknowledge a romance, especially since other romances will also likely be cameos.
