Edit:
nv... apparently I took a hug instead for a dinner. Had no idea that there were so many different possible outcomes from the post IFF-chat with Kelly. Oh well.... it was a cute little hug, I'll get the dinner on the next FemShep.

I always got the dinner immediately after recruiting Samara and telling Kelly she's prettier than Samara. And Samara was always my first recruit after Horizon. I could easily give you a walkthrough of how to get the dinner and the hug, but all I've ever done is romance her, so you'd have to flirt at least until the dinner. You can achieve the dinner date and still fail to qualify for her romance, though, so a little flirting in the first half of the game won't trigger anything if you approach the rest of the game right.

^I'll add to that
There is another way but I think its Femshep only, talk to her after finishing the Thane recritment mission she will ask you if Thane is "your type of guy" and you need to take the middle dialogue option, can't remember word for word but she says that some day she'll need to know "the type your interested in" there should be a dialogue option to invite her up

^^This. Really I think she's gonna turn out to be some kind of sleeper agent. TIM says a keyword/phrase and cute little Kelly will have a sudden Cerberus attitude adjustment.

Then maybe the devs need to patch ME2 to where the ME1 LI picture goes down if you invite Kelly up after the SM. I honestly think that is going to be the trigger for ME3.wolf99000 wrote...
I remember reading that bioware did say that if you bring her to your room in mass effect 2 it will effect your li from mass effect once you get to the next game so that must mean she will be around in mass effect 3

Ohh =) I had no idea of that. I'm considering playing one Shepard only for her. But I do not want to trigger any romantic-flag on a FemShep that romances someone else.
Hmmm... is there any possibility to get a dinner after recruiting Tali? I still have her left to pick up, already got Thane and Samara. Otherwise I guess it will be the next FemShep who gets the dinner.
Since there isn't any Kelly on this page, here's a cute pic of BroShep and Kelly =)

Glad you're here <---- linky to the pic on DA

I'm not sure. I always use Tali's recruitment to ask the necessary "Are you into aliens?" question after she talks about their suits. I've never had a runthrough where I didn't have the dinner already done before recruiting Tali, so I guess it could be possible.
Kelly is really the one who triggers the dinner when she expresses the interest to get to know you better. And she seems to only express that interest after one of Shepard's flirty lines. The conversation you have with Kelly after recruiting Tali doesn't have a flirty line like Samara's or Thane's. (At least not when you're playing femShep. Some of those dialogues are a little different for a dudeShep.)

After the Collector Ship, I recruit Tali before moving on to get Samara and Thane. After Tali's mission, you only get the 'are you into aliens?' talk. For my playthroughs, the dinner always occurs after the Samara mission; haven't tried it after Thane's, though.

Where? If what you say is true then Liara is gonna be so pissed. Nevertheless, I think this can be resolved satisfactorily for all parties involved; I believe that a three-way is in order here and it seems that Kelly and Liara would be okay with that, especially Kelly. Maybe not, but nothing ventured nothing gained, amirite?

As for Kelly affecting your LI, I don't think it was ever said outright. It was said by a dev that whether or not you invite Kelly up will be recorded and flagged, but whether or not said flag will have an affect is still not determined.
If it did have an effect, though, they'd have to program in some kind of "choice" mechanic like the LI choice from ME1. As it stands ME2 allows you to romance Liara and Kelly at the same time, so either they'll give you a choice or they'll automatically break up the Kelly relationship (which would be a crappy design choice all around). My Shep broke up with Liara for Kelly, so hopefully that stuck and will still be a possibility going forward.

Now I'm a bit nervous if this will bork things at the end and I won't be able to get her dance scene. Has this ever happened to anyone? For the record I chose all the flirting lines and asked if she was into aliens.
The only explanation I have is that since I already met the requirements for the dinner, the game just triggered it immediately, but I'm still afraid it won't register the hug.

I haz a question. On my current run for some reason I didn't get the hug. After the Collector Ship mission I chose the right lines, got Kelly to talk about hugging EDI and then asked for my hug but instead of getting the hug, Kelly immediately asked to get to know Shepard better and then the dinner took place right there.

Hmm... Don't know for sure. It's possible that the hug and the dinner are interchangeable; maybe the hug will take place after one of the second phase recruitments. Or maybe the hug is not strictly necessary for the romance; maybe it's just considered another flirt moment. It would seem strange for Kelly's romance to be blocked based solely on the order of your missions.
This has never happened to me, but I more or less always played the game with same route, and that route was pretty much always based around romancing Kelly.

Mostly because of how poorly she's written on Illium. That whole stretch of the game where she's just completely ignoring the relationship killed it. Lair of the Shadow Broker is too little too late for my Shepard; by that time she's already moved on to Kelly and doesn't consider Liara (or herself) to be the same people they were in ME1.

The sad thing is that this run was SPECIFICALLY MADE FOR KELLY, since I never got her dance scene on my first run (due to having other romances active). Gah, I just hope I do get it...

She is well written for girlfriend and romantic interest. She's cute, a flirt, and even promiscuous, all the while coming of as sweet and naive at the same time.
