Together they would make a dynamic duo that can shake the galaxy apart.

Second place comes Liara, then Tali, then Ashley.

edit - forgot the reason. Each one of the romances has an interesting story and I like to hear them all. That being said I don't do the renegade options, just becuase I don't care for them.

I'm going to have several play-throughs: my first play-through will be Bobbie Shepard, a Ruthless Renegade Earth-born Vanguard (total Bee-otch) whose earned the nickname of "The Widow-maker", because she has no qualms about executing people who double-cross her, and who ensures the mission is completed no matter the cost. She courted Kaiden, but left him to die on Virmire as it was her judgement that that was the only call which would ensure the mission's sucess with the fewest casualties. She softened, somewhat during the events of ME 2-- but still carries the reputation of being a cold, heartless B****. She will go into the events of ME 3, with no emotional attachments but totally focused on the task(s) at hand. She cares little for the events of the trial that she has learned she is faced with, as she felt she did what she had to do, and she will not apologize, nor will she suck up to the Alliance brass just to save-face. If a Court Marshall or other disciplinary action is the only way the Alliance brass will feel good about themselves-- then she welcomes it, because she knows in the end that the Reapers are coming, and that eventually she will be proved right in every way.
My second play-through will be a Spacer, Warhero Paragon Vangaurd named William T. Shepard(model after, of course, Jonathan Frakes' character William T. Riker of ST: TNG), who fell in love with Chief Williams and stayed loyal to her through thick and thin, even though she was hard on him during their brief reunion.
My third playthrough will be a Sole-survivor, Colonist Paragade Vanguard named Greg Sheperd who fell in love with Ashley Williams but after their awkward encounter on Verrizon, he got the feeling that she didn't want to be with him anymore, so he chose to end it with her, and instead turn his attention to Jack. There's something about Jack that he's wildly attracted to; her aggressive personality and tendency to push people away is a defense mechanism, obviously hiding some deep emotional baggage. But has he told her down in the hold, he was willing to invest the time and wait until she is ready.
My fourth playthrough will be a Colonst, Warhero Paragon Adept, named Camille Sheperd who stays loyal to Kaiden.
possible one other who has noone though ME 1, then romances Miranda during ME 2 and stays loyal to her through ME 3, and another who is friends with Tali and romances her in ME 2, staying loyal through ME 3

For Garrus I see it as being best friends that evolves into a relationship while with Tali I see being her rock as well as Shepards. I have a hard time articulating why I'm drawn to these two more than the others but in my head it makes sense.
Well, not quite, but still quite a few. My main, favorite playthroughs are a Paragade FemShep with Kaidan/Thane, a Paragon ManShep with Ashley/Jack, and a FemShep with Liara/Liara. (And that's my Renegon. I like the paradox of having a break-the-rules kinda gal who nevertheless applies her emotional tenacity to relationships--when she's in love, she's not giving up no matter what, and Liara's just plain good for her. Tamed her wild side a little bit, and now Ryla wants to sort of do her a favor back and keep her from going too far now that she's grown harder.) The first two couldn't resist the whole "we're probably about to die, and you're actually dying/you're emotionally crushed" combos after Ash and Kaidan basically dumped you on Horizon, and they didn't believe in you. My FemShep actually didn't feel conflicted because Kaidan was about to start dating anyway; it was worse for my DudeShep because he felt a loyalty to Ash despite how she talked. In the end, it was just... Jack. It was more important for him at the time to make her happy than anything else in the world, and that in itself looked like a good indicator. Still, I may try both paths, depending.
I like Tali, but all her signals to my Sheps read like, "cool teenage sister" despite how clearly she's grown by ME2, and I have a Garrus playthrough because the actor and character are so love-worthy, but I don't like how the romance played out and there was way too much calibration. Still, I appreciate them working as LIs because Shepard's known them both so well and I expect the payoff in ME3 to be good.
My first choice for my straight FemShep is still what it was in ME1, though--Joker. What you said about Garrus? As awesome as he is, that's even more true of Joker, who was there from moment one of Mass Effect as a story. For Joker and Shepard to end up together at the end of the journey... well, that would be my dream. I'd love to see a romance sort of sneak up on the two of them. I'd love the chance to have an unconventional romance--a woman who's not content to sit back and let men fight and die for her, and a "differently-abled" man who doesn't even have to stand up to be one of the most badass guys in the galaxy.
It was organic. It sneaked up on me. Finding out he had a brittle bone disease jumpstarted a deep admiration for the character, unlike anything I've felt in ME except for Anderson (but he's like a father figure, and I have zero daddy issues so I don't fancy him for Shepard romantically.) The fact that he wasn't planned as romance is exactly why he would make an incredibly good one. Shepard's best friend, who's been there all along, flying off into the sunset with him? I don't know about anyone else, but for me, that's a great big, "hell yeah."
