Until I see footage of her speaking, I'm going with the glass that is half empty.
Shiala's name is in the war asset list. So what? She could be a corpse, or the first Banshee you kill after landing on Feros.

Honestly, I've never understood why Shiala has such a big fanbase at all. Nothing against her, just from the brief moments we've seen her, I don't get the appeal.

In that case, she wouldn't be a war asset
Either it was an older version of the script and she was cut/removed...or they changed her voice actress.

Maybe she will only reappear as an Email contact, at least that would explain why Gwendoline Yeo wasn't casted as a VA.
To be honest - I still have hopes for an appearance, perhaps later in an exclusive Shiala DLC -call me naive or too optimistic - but after all Bioware allways is known for its surprises...

The conversation with Shiala on Illium spoke volumes I thought. The quizzical nature of her questions seemed odd for a hardened and experienced asari commando. They seemed more like questions the Thorian creature would ask, as it had never experienced the mortal life. So yes, to whoever said it, I'd agree that the Thorian may well have 'inserted' itself into Shiala's consciousness.
