The Gameinformer article described him as a seasoned soldier who's unfamiliar with the political workings and seedy underbelly of the galaxy. So he could potentially be just what you described.ElitePinecone wrote...
I'd love it, for example, if Vega was the naive or optimistic counterpoint to Shepard's relatively jaded or experienced commander. Offering a fresh and uncynical perspective on the galaxy and its problems might be a great way to get people to rethink their position on some of the conflicts.

Everything I've read from Bioware's writing team suggests that they are trying to make the character more than just a vehicle to spew political theories and information about galactic alliances at new players.

You know the writers will likely put their best efforts into making sure the new f/f romance surpasses expectations (if you're a straight guy that is), but m/m yeah that's an afterthought at best so they'll most likely dump it on the mandatory exposition character on steroids and call it a day. So yeah I have to likely reasons to dislike James Vega, one he'll be very annoying at best and two he'll most likely take the one m/m opportunity in Mass Effect away from some character I might actually like or find physically attractive.
