That's the Shepard backstory I'm referring to. Jacob did some stuff to help the Alliance, but was given the run around. Jacob did some stuff to help the Council, but they covered it up. Jacob wants to actually do stuff, but the only group doing anything is Cerberus.
As such, when they meet in Mass Effect 2, they have similar reasons for being where they are.

I'd put his below those two, but I wouldn't say the missions usually add much character.
I liked Jacob's mission because it had an Apocalypse Now feel to it. Well, closer to Heart of Darkness but I want to avoid any unintentional skin-color related implications.
I'm not sure how true that is. In the case of Mordin, we had a hilarious set of encounters and a hint at his own morality, but it's only truly developed in his loyalty mission. Mordin went from a great character to a spectacular character the moment I encountered the body of the female Krogan. Samara too really develops further: she tells you a lot about Morinth and herself early on, but it's only in the end of the mission where she admits that she partly admires Morinth, telling you she "just killed the brightest of her daughters." It's kind of awesome...and the same goes for Miranda. Her mission made her human, as did Tali's (pardon the "human" part).
I felt like Jacob's mission lacked any kind of resolution that made him grow as a character. I felt like it was very: "okay, my dad is now dead/taken away. Whatevs."
