For ME1 I can almost believe it (or, at least, I can believe it was due to budget constraints or A/K being seen as not suitable for s/s), but not ME2. There was more than one whisper that some developers wanted to include them in the second game from the outset and they were smacked down from higher-up people in the team. The confused answers given by Hudson and Muzyka to the question about s/s romances makes me think they cut it for controversy reasons then couldn't find a proper excuse. They clearly knew the level of demand beforehand and had plenty of time to plan for it if they wished it to be in the game.
But even if it's not about resources or time or staff numbers, Bioware don't have an obligation to be 'fair', or to include s/s romances just because they have the resources to do so.
It'd be nice if they did, of course - and we've always argued in this thread that fairness should apply to the LI options - but they don't actually have to listen to anything we say. Nor should they be obliged to. Fundamentally they're a business with commercial interests, and there's a limit to how much writers, designers and so on can do before a risk-averse executive gets nervous about how large the market would be for some content.
One of the points of this thread, of course, is to demonstrate that there is a not-insignificant amount of demand for s/s content, and that there are some very good reasons for it to be in-game. Thankfully it paid off.
