This seems a little cynical - the new ones are actually quite well done, from what we can tell from their dialogue. Even if they were created as s/s options in response to a perceived absence of them in the game (and I'll concede that they almost certainly were), the writers did a great job of making them anything but fan-appeasement.
Plus there'll likely be some old characters available for s/s romances too.
Bioware aren't making *any* ME2 characters available for new romances; Mac Walters already said they backed themselves into a bit of a narrative corner (or threw up story hurdles) by making all the characters from the second game mortal, I'd imagine this would extend to the logistics of romances and LIs as well. If you made Tali a f/f option, people would want Garrus - or Thane, or Jack, or Miranda, or Jacob.
Or it could just be a design decision. Developers *are* allowed to have them

I'm looking forward to the s/s content in ME3, and it's worth keeping in mind that Bioware are one of the few developers to put it in with any degree of depth.
