Vega and Steve *do* have a fair bit of banter, but personally I wouldn't read that as an indication of Vega's romancability (and here I go just inventing words) by maleShep.
To my mind it's more a reflection of the apparent focus on banter and squad interaction (as opposed to ME2, where twelve separate squadmates sat in their own isolated bubbles until Shepard came to talk to them).
I mean, Vega could still definitely be bi and there are a bunch of potentially very obvious lines in there (the Lola/Loco thing, dancing, etc) - but the friendship and teasing with Steve looks more like run of the mill banter. They're old friends and have in-jokes - and Vega obviously knows about Cortez's personal life.
One of my favourite lines that I found was:
"And I hear Esteban got to play the hero with a damsel in distress."
"You know me and my damsels, Mr. Vega."
"That I do."
