not unless we find Garrus lines indicating he's available for new romance. People put too much emphasis on thse suppoused 'pairs' of character, Ash/Kaidan, Miranda/Jacob, Tali/Garrus and as if they're all suppoused to have the same content. I'm not sure BioWare thinks like that

There's a few lines suggesting Tali might be romanceable in ME3.

Nothing for Garrus that I've seen.
