There's a file for Ashley to show up in the flashback. There's a file for Kaidan to show up. There's a file for Liara to show up.
But none of the other love interests.
Which means that they either forgot to include the other love interests, or they didn't care to.

Merrill s****ed me up the wall, you can kill Anders, run off Sebation, hand Fenris over to his former master, Isabella just f***s off on her own accord, you don't have to deal with Bethany/Carver for most of the game and yet I have to deal Merrill the whole bloody game! Something that was made much worse with the fact that Merrill is voiced by Eve Myles; who, if I never hear from ever again will be too bloody soon! Being him only gay character in Bioware games and good written script is nice. Half assed because no special face model, no VA credit so far. They poured so many resources for Paris Hilton of nerds. That imbalance between romances is what makes me unhappy.

It's not something that was asked for. All of the previous romance options were squad members. Kelly didn't even give you the Paramour Achievement. The devs probably decided to created this character for the sole purpose of being gay. Dialogue or not, if he was important, he would have gotten his own face. Allers did get her own, maybe because she is the only human female guaranteed to be alive, but still. Vice versa James may be the only human male alive, as far as we know (apart from Joker that is). If he's available for FemShep and the devs still insisted on a exclusively gay option, that would be the only explanation for creating Steve in the first place. Not a squadmate, no own face, so yes it's half-assed, it's like the absolute and bare minimum they had to implement after saying there was gonna be a male same-sex love interest.
