I think this only happens with a roll. Enemies can dodge your "homing" powers by rolling out of the way (not sure they can dodge squad powers, since those are direct impact).
It should follow them if they move (just running to some place), but not if they dodge. Which is why you grab them first with shorter cooldowns like Pull (I rarely Pulled in ME2, but upgraded Pull+Throw is working pretty cool now) or Singularity. They can't dodge if they're ragdolled!
Except for the dodging, I haven't noticed any difference from ME2?

So Matt uses Cluster grenade, Singularity and Shockwave mostly. I love equal amount of weapon and powers. Avenger and that marble throwing gun is awesome with that combo.
I almost never use the grenades. I want to, but I always mess up with the cluster physics. I want frags, not bouncing blastglobes that fly in different directions.
Sadly, Shockwave has never seen much use here. I acknowledge its effectiveness, but I don't seem to ever really need it (except in ME2, where you can just mow whole fields of husks).
I'd like to use some of the other combo mechanics (like grenades doing extra damage to ragdolls, or warp ammo, or whatever), but fights never last long enough outside the highest difficulty for me to remember to experiment with it.
The Kirrahee gun is too heavy (with a lighter load, your cooldowns can be crazy short). I stick with the Mattock (I suck with automatic fire) and the Phalanx, same as I do through all of ME2 (once you get the bonus gun).

My mainstay team member on ME2 was Miranda because of Warp and Overload. In ME3 I used Kaidan then opted for EDI on his absence. EDI way much better than Tali or any Soldier. However enemies moves too fast for my taste now and I use soldiers as meat shield. Grunt was perfect for that, especially for blasting out groups of husks on IFF mission.
Grunt was one of my favorites. Even if I didn't need him for a fight, his battle taunts are worth it, every time.
In ME I almost exclusively use Kaidan and Garrus, although Ashley sees fair use for story reasons. I never seemed to really use Tali or Wrex, unless running some of the Pinnacle Station tests.
I got a lot more use out of Miranda my last playthrough of ME2. She works fairly effectively. All of the major plots were usually Garrus and Grunt, but I did switch in Jacob or Miranda when I felt like it. (Like Kaidan in ME, once Jacob gets Barrier, I know I can mostly ignore him for an entire fight, and he'll usually survive at least until the worst is over.)
Honestly, I think Kaidan's loadout in ME3 kind of sucks, and somehow I end up taking Liara everywhere. Even after getting the bot and the DLC mate, I still favor Liara and James or Garrus.

It's contrivance to sort of tie the endgame into the rest of it.
