Someone beat you to it. Search for worse ME2 playthtorugh or import. THe player went through ME1 and ME2 making the worse possible decisions to import into ME3. They even have a guide to show how they did it.
What do you think will happen in ME3 if you left Grunt in the tank and Legion on the table in ME2?

I don't know how the Grunt situation would play out but the Legion one is pretty self explanitory.
All the Geth become heretics because you didn't use the virus. That in turn would make Tali's mission to reclaim her homeworld more difficult and the help of the Quarians would be smaller due to more losses.

I have 6 Shepards, by the time I finished the 5th one, I was running out of different non-LI choices to make. So this last Shep, I left Grunt in his tank and I gave Legion to Cerberus. It'll be interesting to see how it's different from the others in ME3.
