Ok. I just want to avoid situation where they develop romance more by adding something like just another kiss or something like that.

That's hardly unique to Jack. Near as I can tell almost every love interest from the previous games has several points where you can express interest or disinterest in them (on my first playthrough, for example, I had to tell Ashley twice that things between us were over so I could be free to stick with Jack for the duration of the game). Okay, I just found something out.
Turns out, Jack's romance really IS a "no-strings" thing. Ash was my LI in 1. Jack in 2. I got back with Ash, THEN went to talk to Jack at Purgatory. Same scene: Told her I still wanted her, I make the best mistakes. Then I got the Ash love scene before the Cerberus HQ mission. Then on Earth... Jack still wants to get laid.
oversight. Basicly it all comes down to a the lack of jack. period. Choosing to break-up with her when you first meet her had NO effect. You can pursue another relationship before talking to her a purgatory...NO effect.
So in Jack's case, for example, they give you the opportunity to tell her that you're no longer interested in her when you meet her at Grissom Academy, but then, at Purgatory, they give you the opportunity to say that you are still interested in case you've changed your mind. And the opposite is also true: you can say that you're interested at Grissom and that you're no longer interested at Purgatory (or you can say that you're interested at both places, or that you're not interested at both places).
I think it's better this way. Frankly - and I honestly don't intend this to come across as rude to anyone here in any way, so if it does I truly apologize in advance - I get the sense that if they did allow us to break up with her permanently the first time we meet her, it would simply feed into the notion I've seen expressed a few times here that BioWare supposedly "wants" us to break up with Jack.
Yeah your right but that's not what I meant. If you acually go through with it you'll see what I mean. Right after she puches you, you can say "we're threw" or something. she say "**** i'll burn the n7 tat off my ass later right now we gotta get my guys outta here" and RIGHT AFTER that the dialog in the entire mission is the EXACT same. Email after is the exact same. Purgatory scene is the exact same. as if you never said it. It's just a lack of dialog that SHOULD be there. Liek starting a romance with someone else, THEN go back to Jack. You shouldn't be able to do that, there should be dialog for it.
By the way, here's a crazy good bit of art I found on Tumblr that I figured you guys might be interested. It's intended to be an illustration of what happens if you have to kill Phantom Jack at the Cerberus facility. The name of the piece ("I'm Sorry") is the kicker. God.

^Seriously. BTW, are we sure that they limited the romances b/c of funds? Does seem a bit trivial to cut some of the richest portions of the story for "the most anticipated game of 2012' due to lack of funds. Just doesn't make a whole lot of sense to me.

They've scrapped so much from the game that really could have made it so much better. It's such a shame considering this is suppose to be the finale. In my mind they should have just gone all out and put as much content in there as possible.
Too bad they didn't have the funding, but like I said a kickstarter could have changed that.

It's possible it's just a left-over from ME2, where you could invite Jack to your cabin.

What? In ME2, after the suicide mission, you can call your LI up to your cabin, and you can choose to either sit with them on the couch, or cuddle with them on the bed.
