Depends. We don't know how she's changed, due to Shepard's effects on her. It would seem that she's softened up, even if Shepard did encourage her violent behavior, by making a certain decision at Teltin.
I would say that the events of ME2 humbled her, but Jack didn't really need a lesson in humility. She's tough, reckless, overconfident, as trustworthy as a falling piano, but she's also "messed up", "crazy", "pathetic", "a little girl", etc, etc. This is a degree of "softness" that we could see more of in ME3 (hope not). The other major soft side of Jack is, of course, her romance, but the smallest window of fluffiness we see in ME2 Jack is the friendship dialogue where she thanks you for the help. That followed by her empathy for biotic kids, the Protheans, the Heretics, and others I can't recall offhand. These 2 things, friendship and concern for others, I suspect will be the foremost evidence of Jack's "fluffy maturation".
Her romance is a separate issue altogether; it's not mutually exclusive with her softening up (they aren't going to write 2 different Jacks), but undoubtedly it will be full of d'awwws, and like KingNothing said, the affects our personal choices have will likely be similar to Garrus' variability from ME1-ME2. Small but meaningful.

I think its a safe bet to assume he was exaggerating.
Here's another thing, he has to speak for all the LI, including those who are just cameos, and/or "off doing their own thing", or maybe even those who are practically nonexistent (had to give Jacob his own category

), so I think he's oversimplifying for the sake of damage control. There are already sh!tstorms over tweets like "how much you'll see her is dependant on your decisions", so he'd have a never ending sh!tstorm if he flat out said "Jack is a full squaddie with romance arc, Miranda has a cool cameo". He's doing the smart thing.
Of course, I could be wrong, but that's the vibe I'm getting. All the talk about Jack maturing, her redesign, Weekes liking her more, Casey's tweet about how she's a "key char", it's all implicative.
